We count storm windows separate from regular "pane counts". Make sure to count each piece of glass.
These are sometimes called "Solar Screens". They can be black or brown or even white, but they are a tightly woven mesh that covers both sides of the window usually to help reduce the amount of sunlight that can get through the window. They are not usually standard on a house, they would be purchased separately in most cases.
